The Chairmen are more or less appointed by the governors in a kangaroo election. So they will still collect the money and return it to the governors. Only that the magnitude may be reduced.
Buhari tried to implement something similar but it failed as the chairmen will collect and return a certain percentage to the governors.
Also, the governors will use the state assemblies and state excos to approve joint projects through which funds will be siphoned.
The Supreme Court should have outlawed state electoral commissions and made INEC the only body to conduct LG elections.
Secondly, it should have also abolished joint projects. The governors will still find a way around it.
