No fewer than 20 bills are expected to be laid on the floor of the House of Representatives as members resume for the third legislative year in the 8th Assembly, after a seven-week recess.
The newly appointed Clerk of the House of Representatives, is expected to reel out the titles of the bills, as they were not included in the 13 page ‘Procedural Guide’, exclusively obtained by BusinessDay.
Also listed on the ‘Procedural Guide’ edited by Speaker Yakubu Dogara, is the presentation of the “Report of the Ad-hoc Committee on urgent need to investigate the huge debts owed to PPMC by Major Marketers.
The matter was referred to the Committee on 26th September, 2016.
Other motions slated for debate include: ‘Urgent need for measures to permanently address flood in Benue State’, sponsored by Orker-Jev and two other lawmakers; motion on the ‘Need to construct roads to the Nigerian crude oil onshore terminals,’ sponsored by Awaji-Inombek Abiante; motion to ‘investigate the 2016/2017 Federal Civil Service recruitment exercise, with a view to identifying anomalies,’ sponsored by Henry Nwawuba and motion to ‘Call on Federal Government to provide grants to indigenous oil companies to enable them compete favourably with multinational companies,’ sponsored by Benjamin Okolo.
The House is also expected to pass the ‘Bill for an Act to establish the National Roads Fund for the purpose of financing routine and periodic maintenance of National Roads and for other related matters, 2017.
The report of the Committee of the Whole on the bill, was adopted by the House on Thursday, 20th July, 2017.
Further slated for third reading, is the ‘Bill for an Act to regulate the Medical Residency Training Programme in Nigeria and for related matters, 2017.

According to the ‘procedural guide document, the “seventh Order of the day is the Third Reading of a Bill for an Act to amend the Radiographers (Registration, etc.) Act, CAP. R1 Laws of the Federation of Nigeria, 2004 and for related matters.”
The House is also expected to commence debate on the “General principles of a Bill for an Act to amend the Nigerian Law Reform Commission Act, Cap. N118, LFN, 2004, to remove the bottlenecks to the commission’s reform initiatives, ensure its autonomy and bring the Act in conformity with the provision of the 1999 Constitution.
The bill also seeks to empower the Commission to establish zonal offices and subject appointments of the Board to the confirmation of the Senate and to allow for the reference of laws for amendment by private citizens and non-Governmental Organisations and other related matters,sponsored by Evelyn Oboro; Bode Ayorinde and Sergius Ogun.
Also listed, are bills on establishment of Federal Polytechnic, Shendam, Plateau State, spomsored by Johnbull Shekarau; and proposed amendment to the Standard Organisation of Nigeria Act, No. 14, 2015 to empower the organisation to carry out inspection of all goods to be imported into Nigeria, at all the Nigerian borders, sea and airports, to ensure quality control of all the imported goods, and for related matters sponsored by Emmanuel Akpan.
The House Committee on Public Petitions, chaired by Uzoma Kem-Abonta, is also expected to present eight reports before the House in plenary.
Meanwhile, the contractors handling the renovation of the Lower amd Upper Chambers were seen putting finishing touches to the renovation up till 6:30pm on Monday.
