Canada limits study permit to 505,162 from 606,250 for international applicants in 2025

In a move to manage the increasing number of international students, the Canadian federal government has announced a study permit limit of 505,162 for study permit applications in 2025, which is significantly lower than the 606,250 target set for 2024.

Immigration, Refugees, and Citizenship Canada (IRCC) revealed that this cap will be in place from January 22 to December 31, 2025.

The limit pertains to the total number of study permit applications IRCC will consider, rather than the number of permits granted. Once the cap is reached, any additional applications will be returned to applicants without processing, and their application fees will be refunded.

The processing cap aims to control the number of new study permits issued in 2025, thereby regulating the influx of temporary residents in Canada. It is crucial to note that this cap applies only to applications accepted for processing, not necessarily to the approvals.

Exemptions from the study permit cap

Canada’s new cap on international student applications, set at 505,162 for 2025, includes several exemptions. Notably, the cap does not apply to the following groups:

Applicants renewing their study permit at the same Designated Learning Institution (DLI) and at the same level of study.

Individuals holding a valid temporary resident permit for at least six months or those subject to an unenforceable removal order.

Applicants sponsored by a Canadian family member for immigration purposes, protected persons, or those who have already applied for permanent residency.

Exchange students and those enrolled at DLIs managed by a federal department or agency.

Students benefiting from scholarships administered by Global Affairs Canada.

Participants in the Francophone Minority Communities Student Pilot.

Individuals applying under public policies in response to specific crises or pressures.

Moreover, certain Indigenous persons and their families may be exempt from requiring a study permit under a temporary public policy. This range of exemptions ensures that while the new cap aims to regulate the influx of international students, it also accommodates special circumstances and specific needs.
