Babagana Zulum, Borno State governor, has explained his decision to anoint Mustapha Gubio, the commissioner for works, as his successor for the 2027 gubernatorial election. The governor named Gubio as the candidate for the All Progressives Congress (APC) during a presentation of nomination forms in Abuja.

​Dauda Iliya, spokesperson for the governor, said in a statement that the decision aims to sustain the momentum experienced under the current administration. Zulum noted that his own background as a commissioner helped to shape governance standards that improved the lives of citizens.

​Proven commitment to public service

​Zulum said Gubio is defined by discipline, courage, and an uncommon commitment to public service. He highlighted the commissioner’s capacity for overseeing critical infrastructure, particularly housing development in both metropolitan and rural communities.

​“I know how I came in as the commissioner… and how the office shaped to set a governance standard that changed the lives of our citizenry,” Zulum said. He added that Gubio has demonstrated “exceptional capacity in overseeing critical infrastructure… which has significantly contributed to improving living conditions in the state.”

​Focus on recovery and stability

​Beyond infrastructure, Gubio’s profile is defined by a focus on rebuilding communities affected by insurgency. As the former commissioner for reconstruction, rehabilitation, and resettlement, he led initiatives to restore essential services and public facilities in conflict-hit areas.

​“He is widely recognised for driving reconstruction efforts in conflict-affected communities such as Bama, Konduga, Damasak, and Mafa,” the statement noted. These efforts ensure the restoration of schools, healthcare facilities, and other critical infrastructure.
