Consumer Reports has released its rankings for the most fuel-efficient cars of 2025, listing hybrid and plug-in hybrid models from leading manufacturers. The rankings reflect the increasing availability of fuel-efficient vehicles as manufacturers continue to invest in energy-efficient transport solutions. Consumers seeking to reduce fuel costs may find these vehicles beneficial for long-term use.
The 10 hybrids and plug-in hybrids on the list carry Consumer Reports’ Green Choice certification, indicating they rank among the top 20 per cent of vehicles for environmental performance, including fuel efficiency and emissions. This certification was developed in partnership with the Environmental Protection Agency’s SmartWay programme to help consumers make informed decisions when purchasing a vehicle.

Unusually cold temperatures have created difficult conditions for drivers in the United States. Cold weather affects fuel efficiency across all powertrains. The U.S. Department of Energy reports that petrol engines record a 15 per cent lower fuel economy in city driving at 20 degrees Fahrenheit compared to 70 degrees Fahrenheit. Hybrid vehicles lose up to 34 per cent, while electric vehicles experience a 39 per cent decline.
Cold engine oil increases friction in engines and transmissions, making it harder to start vehicles. Engines take longer to reach fuel-efficient temperatures, and additional energy is used when drivers activate heated seats and window defrosters. Cold air increases drag on vehicles, while car batteries lose charge, reducing power output. Hybrid and electric vehicle regenerative braking systems are also affected.

Drivers can take measures to mitigate fuel efficiency losses. Parking in an enclosed space such as a garage helps keep vehicles warmer. Combining multiple errands in a single trip reduces the number of cold starts. Manufacturers advise against idling, as modern engines warm up faster in motion. Plug-in hybrid and electric vehicle manufacturers recommend seat warmers over heaters to conserve energy.
Consumer Reports estimates that owning a hybrid could save drivers over $4,000 over a vehicle’s lifespan. Some plug-in hybrid models may qualify for federal tax credits, offsetting initial costs.

The Toyota Prius leads the rankings with an overall fuel efficiency of 51 miles per gallon (mpg). The vehicle records 40 mpg in city driving and 59 mpg on highways. Its price ranges from $28,350 to $36,765.
Hyundai Elantra Hybrid 2025
The Hyundai Elantra Hybrid follows with an overall mpg of 48. It offers 40 mpg in the city and 55 mpg on highways. The model’s price falls between $25,350 and $29,700.

Toyota Corolla Hybrid 2025
The Toyota Corolla Hybrid is positioned with an overall fuel efficiency of 48 mpg. It delivers 37 mpg in the city and 59 mpg on highways. The price range is between $22,325 and $28,190.
Toyota Camry 2025
The Toyota Camry has an overall rating of 48 mpg, achieving 40 mpg in city conditions and 54 mpg on highways. Prices for this model range from $28,700 to $36,425.

Kia Niro Plug-in Hybrid 2025
The Kia Niro Plug-in Hybrid delivers an overall efficiency of 47 mpg, with 38 mpg in the city and 54 mpg on highways. The model is priced between $34,490 and $40,790.

The Hyundai Sonata Hybrid records an overall 44 mpg, providing 36 mpg in the city and 51 mpg on highways. The price range is from $31,150 to $37,600.
