China and Kenya announced on Thursday that they had elevated their diplomatic relationship to a “new level” following a high-level meeting between President Xi Jinping and President William Ruto in Beijing. The two leaders pledged to forge an “all-weather” China-Africa community, reaffirming their commitment to deepening bilateral ties and advancing shared global priorities.

In a joint statement, both presidents emphasised their dedication to strengthening global stability through the enduring partnership of China-Africa “committed to injecting more stability into the world with the certainty of China-Africa solidarity and cooperation”.

They highlighted the importance of this alliance in safeguarding the collective interests of developing nations and defending multilateralism through inclusive economic globalisation.

President Xi described the decision to enhance China-Kenya relations as a strategic response to “a turbulent international situation.” the Chinese president was quoted as saying in a separate media pool report. The announcement further cements Africa’s central role in China’s Belt and Road Initiative (BRI)—a sweeping infrastructure and investment strategy launched in 2013 to expand China’s global economic influence.

Kenya has been a significant beneficiary of the BRI, with numerous infrastructure projects funded by Chinese loans making China the country’s largest bilateral lender. On Thursday, the Kenyan presidency announced new Chinese investments, including the long-delayed extension of the standard gauge railway to the Ugandan border and the expansion of a key highway linking Nairobi to Nakuru, through a public-private partnership model.

While Ruto’s office did not disclose the financial details of these new deals, previous estimates suggest their value runs into the billions of dollars.

During the visit, President Xi and President Ruto signed 20 bilateral agreements covering diverse sectors such as science and technology, vocational education, water resources, e-commerce, intelligent transport systems, and railway development.

Kenya, currently grappling with a significant debt burden, has been under pressure to meet its repayment obligations. President Ruto, who assumed office in September 2022, has vowed to avoid a debt default by reducing government waste and increasing revenue collection.

In their joint statement, the two leaders also committed to defending the principles of the World Trade Organization and opposing “new hegemonic tactics,” including unilateral sanctions, trade decoupling, tariff barriers, and technological blockades.

On the security front, both countries agreed to expand collaboration in military training, counter-terrorism, and defense industry development. The statement also encouraged Chinese cooperation in helping Kenya build a stronger local health and medical sector.

Additionally, the two sides plan to leverage flagship projects—such as the Mombasa-Nairobi railway—to boost connectivity and infrastructure development across Africa. Discussions are also underway to open direct flights between Beijing and Nairobi, further strengthening people-to-people and commercial exchanges.

This visit marks President Ruto’s first state visit to China since assuming office and underscores Kenya’s strategic importance in China’s growing engagement with Africa.
