The Nigeria Immigration Service (NIS) has officially launched its Performance Evaluation and Results Management Information System (PERMIS) framework in a decisive step towards the modernisation of processes and the institution.

In a statement signed by DCI Akinsola Akinlabi, service public relations officer, NIS, the launch was held at the Service Headquarters in Abuja. It featured the formal signing of Directorate Performance Bonds.

It also included an investiture ceremony for internal framework ambassadors.

DM Bagari, deputy comptroller-general for the Planning, Research, and Statistics Directorate, underscored the strategic value of the new framework.

He described PERMIS as a critical tool for driving institutional excellence, tracking operational progress, and ultimately elevating the standard of service delivery across the federation.

The framework aims to significantly improve service efficiency by establishing clear institutional targets and embedding robust performance monitoring into its daily operations.

More broadly, it aligns the NIS with the Federal Government’s ongoing public-sector reforms, which place a premium on transparency, accountability, and measurable outcomes.

Reaffirming this vision, Kemi Nandap, Comptroller-General of Immigration, emphasised that the future of the Service relies on a high-performance culture. She noted that the successful implementation of PERMIS will eliminate bureaucratic ambiguities, ensuring that institutional growth is anchored strictly on verifiable outcomes.

“Our commitment is to a culture of accountability and continuous improvement,” Nandap stated, highlighting that the framework directly supports the federal government’s wider public service performance management reform agenda.

The highlight of the event was the formal signing of performance bonds by the Heads of all NIS Directorates. This act translates strategic vision into individual executive accountability, legally and professionally binding leadership to clearly defined targets.

To ensure the framework is seamlessly adopted across all operational levels, the service also hosted an investiture ceremony for designated PERMIS Ambassadors and focal persons. These personnel will be tasked with driving compliance, monitoring implementation, and maintaining the integrity of the system nationwide.

If executed effectively, the PERMIS framework could well serve as a blueprint for other federal agencies looking to modernise in line with national reform goals.
