Executive Secretary of National Health Insurance Scheme (NHIS), Usman Yusuf, said the agency had flushed out about 23,000 ghost enrollees in the system.
Yusuf disclosed this on Tuesday during the formal presentation of the ISO 20000 Certification to Galaxy Backbone by the British High Commission in Abuja, saying the feat was made possible through the deployment of ICT with a crack team from the Galaxy Backbone, NIMC, NigComSat and the EFCC.
With this development, he said the agency had saved the country millions of naira that would have gone to the ghost enrollees.
He however, regretted that the Health management Organizations, HMO had launched an attack to oust him from office, who he said were dissatisfied with his approach.
‘‘When I came on board, my frustration was information Technology, IT because without IT, it is difficult to dispense the money given to us to qualified enrollees. Then, how to deploy IT became my major challenge. I reach out to NIMC, NigComSat and Galaxy Backbone and finally I found a tripartite.
‘‘With the tripartite, I have a Nigerian team I have all I need to succeed. I have in it a crack team from EFCC and the IT firms.
‘‘In the last three months, over 24,000 ghost enrollees was flushed out, saving Nigeria millions of naira. Thanks to ICT. This is why HMOs are after me. We are deploying ICT to address the challenge of ghost enrollees and make sure we dispense public fund to the right people. Thank you ICT, I need you, ICT makes me know how money goes and for what?’’
Earlier in his welcome address, Yusuf Kazaure, managing director of Galaxy Back Bone, said the agency decided to aspire for the ISO 20000 Certification because of its value addition benefits accruable to public service delivery.
He said all staff of the agency had also been certified with the ISO Certification as a build up to the company’s certification.
‘‘We decided to go for ISO 2000 and have realised the value of what we have done. I can tell you that every one of our staff have achieved certification before now.
‘‘In addition, we ensure that our clients get value for the services we offer. I am proud to say, that we have achieved six-point customer satisfaction by adopting this technology. We plan to make a change.’’
The minister of communications, while making his remarks, underscored the need for synergy among all government agencies to maximise the benefits of utilising public infrastructure such as Galaxy Backbone.
He also urged policy makers to put ICT in proper perspective, so that quality of services can be delivered and do away with manual processes.
On his part, the Minister of Youth and Sports, Solomon Dalung, appealed to both private and public sectors to deploy ICT to address our unemployment, poverty, hunger and development challenges.
‘‘We are blessed in this country with these great ideas. I expect that these great minds will move Nigeria out of recession. Industrial revolution cannot do anything without ICT. With this celebration, there is hope to that we have what it takes to move the nation forward.
‘‘I want to challenge the great minds gathered here in the ICT world to come up with positive ideas on how to address these unemployment challenges. It is time something needs to be done urgently. If we fail to do that, we may be left with Tsunami. When it loads, it will consume everybody.
‘‘Excuse is no more appealing to young people. The leaders must begin to expose them to leadership, and by not doing that we will be preparing them for Tsunami that will destroy this country. It is important that we deploy ICT to address our development challenges.’’
The ISO 20000 is an international IT standard that allows companies to demonstrate excellence and prove best practice in IT management.
It is an integrated set of management processes which form a service management system for the effective delivery of services to the business and its customers.
ISO/IEC 20000 is aligned with and complementary to the process approach defined within best standards.
