This directive, issued through the Lagos State Physical Planning Permit Authority (LASPPPA), highlights the government’s commitment to organized urban development and aligns with the state’s agenda for sustainable growth.

The Role of LASPPPA

The enforcement of the Lagos State Urban and Regional Planning Development Law falls under the purview of the Commissioner of the Ministry of Physical Planning and Urban Development. The primary goal is to ensure that all construction activities within the state adhere to established guidelines, thereby fostering a more organized and sustainable built environment.

Mandatory Planning Permits

Obtaining a planning permit is compulsory for all property owners and construction professionals in Lagos. This measure aims to prevent disorganized development and ensure that new constructions adhere to established safety and zoning standards. The LASPPPA has reiterated that securing a planning permit is not merely a bureaucratic formality but a crucial step in ensuring that construction projects comply with the city’s regulatory framework.

Many property owners in Lagos have been proceeding with construction projects based on a “Green Sticker” or a “Letter of Authorisation,” which are not substitutes for proper building permits. This practice constitutes a breach of the Lagos State Planning Permit Regulations. It is mandatory to have a planning permit before proceeding to the Lagos State Building Control Agency for a Letter of Authorisation to Commence Construction. Failure to obtain the appropriate permits not only violates legal requirements but also undermines the integrity of urban planning efforts.

Addressing Illegal Property Conversions

One significant concern raised by the LASPPPA is the illegal conversion of residential buildings into commercial properties without the necessary approvals. This practice violates zoning regulations and the state’s development plan.
