The Federal Government has launched a N12 billion Digital Economy Research Fund to strengthen evidence-based policymaking and support Nigeria’s long-term digital transformation.

Bosun Tijani, Minister of Communications, Innovation and Digital Economy, announced the initiative in a statement at the weekend, alongside a call for expressions of interest for the National Digital Economy Research Clusters.

Tijani said the fund was designed to place research and data at the centre of policy design and implementation in the digital sector.

The programme is backed by Project BRIDGE, a federal initiative aimed at deploying 90,000 kilometres of fibre optic backbone infrastructure nationwide to expand connectivity and support a modern digital economy.

According to the minister, increased investment in digital infrastructure must be matched with research-driven strategies to ensure inclusive outcomes.

He noted that policy decisions in the digital space are often influenced by market dynamics and political cycles, rather than rigorous research and long-term planning.

Under the initiative, six national research clusters will be established across key areas of the digital economy. These include connectivity and meaningful use; digital public infrastructure and government services; digital skills and human capital development; digital economy and jobs; online trust and consumer protection; as well as artificial intelligence and emerging technologies.

The clusters will be led by up to 36 professors from Nigerian universities, working with international academic partners. More than 200 researchers, including postdoctoral fellows and PhD candidates, are expected to participate and generate policy-relevant insights.

Tijani said the initiative was aimed at improving policy outcomes, strengthening institutions, and driving economic growth.

He added that the programme is intended to deliver long-term value by fostering ideas that will outlast any single administration.

The Ministry has invited academic and research institutions to review the terms of reference released alongside the expression of interest and submit proposals to either lead or collaborate within the research clusters.

A press conference is expected to be held in the coming week to provide further details and engagement opportunities for vice-chancellors and research institutions.
