FG approves licence for new 10,000bpd refinery in Delta

The Federal Government, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), has approved the construction of a new 10,000 barrels per day refinery in Delta State.

NMDPRA stated that the approval was given to MRO Energy Limited, an energy company for the construction of a 10,000 barrels per stream day refinery at Imode In Ughelli, Delta State.

The Downstream Regulatory Authority in a post on its official X handle on Tuesday, said, “The authority Chief Executive, Farouk Ahmed presented a Licence To Establish a 10,000 Barrels Per Stream Day Refinery at Imode In Ughelli, Delta State, to MRO Energy Limited.”

This recent development follows the issuance of a licence two months ago to Process Design and Development Limited for the establishment and construction of a 27,000 barrels per day refinery in Dole-Wure, located in the Akko area of Gombe State.

With this addition, Nigeria now boasts approximately 11 modular and conventional refineries, contributing to the nation’s overall refining capacity.

Earlier this month, the Petroleum Products Retail Outlets Owners Association of Nigeria revealed plans to collaborate with its partners to construct a new refinery with an initial capacity of 50,000 barrels per day.

Despite the growing number of refineries, many remain underutilised or non-operational, with most failing to operate at optimal capacity.

The Nigerian Upstream Petroleum Regulatory Commission has set a domestic refining target of 770,500 barrels of oil per day for local refineries.
