The Nigeria Civil Aviation Authority of Nigeria (NCAA) has stated that carry-on luggage placed on the overhead bin onboard is the responsibility of the passengers to watch over and not the airlines.

Overhead bins are storage compartments located above passenger seats in an aircraft cabin. These compartments are designed for storing hand luggage, personal items, and occasionally, in-flight necessities provided by the airline.

Mike Achimugu, Director of Public Affairs & Consumer Protection, NCAA, made this clarification in a video recording shared on his X handle.

“Throughout the duration of your flight, it is your responsibility to watch over your luggage as a passenger. The primary responsibility of cabin crew is not to watch over those bags for you, especially when you are carrying large amount of undeclared cash. Watch over your bags like a hawk,” Achimugu said.

He also advised lawyers who take up aviation cases for their clients to also understand aviation laws.

“I think that lawyers who take up aviation-related cases also need to understand a little about aviation laws before writing certain kind of letters for their clients. Your bags in overhead bin is your responsibility,” he stated.
