The Nigerian Communications Commission (NCC) is currently working on a new regulation to address cases of fraudulent replacement of Subscriber Identity Module (SIM) by network operators.

The regulation, which is at the draft stage, empowers a telecom subscriber to pursue any legal action or other remedies against a network operator for any SIM replacement done fraudulently by his agent or dealer.

Titled ‘Guideline of SIM Replacement in Nigeria’, the draft guidelines, a copy of which was obtained by BusinessDay, stipulates that any SIM replacement done in violation of the guidelines shall be sanctioned in accordance with the enforcement regulations.

A network under the regulation shall be held liable for any SIM replacement carried out in violation of the regulations or done fraudulently by its agents or dealer.
